The line to speak at a multi-ANC forum to hear public input on the proposed liquor moratorium for the general U Street area. I wanted to offer testimony as I offer a somewhat unique case as that of a non-drinker: I nonetheless oppose the moratorium. My testimony circled on three main points:

[-] - I frequent places that rely on liquor licenses: there are quality bars where I can meet friends for good conversation, restaurants, and even cultural venues such as theaters. [-] I'm not motivated by loss of alcohol; I'm motivated by loss of place.

[-] - The moratorium wouldn't guarantee new businesses & variety. The lack of such businesses is due to many other issues beyond only liquor availability. Such ill-thought reactionism is why we can't have nice things; it's part of why our small businesses regulations are so onerous as they are.

[-] - We must work with problem businesses directly with the tools that we have. If the tools are inadequate: we should work on refining those tools to better target our efforts; not a treatment that targets everyone- even the good businesses.

Subsequent testimony also highlighted some other great points:

[-] - Eyes on the Street: a stronger nightlife results in less violent crime.

[-] - More businesses brings greater net customers; more competition forces them to become the best of the best. [-] [-] [-] [-]

[-] - Value of existing licenses would become artificially increased.

The supporters did have some valid points that warrant consideration, particularly as relating to litter, noise, drunkenness, and alcohol-fueled small crimes. These are valid points (and part of why I don't personally drink), but I still believe best addressed by targeting problem businesses, regulating drinks to inebriated individuals, and greater enforcement on the streets.

In the end it appeared to be ~50 opposing the moratorium; ~10 supporting. Attendance at about 150.
